Fleet Shipments - Ships, Toons, or Zeta?

I typically farm 1 character in fleet shop and buy most of my ships via galactic war shop and any extra fleet currency is to finish off a ship when close to a star level otherwise I save it all for when I can buy zetas (I'm only level 67)
