I plan to farm ships until my desired fleet is all 7*, then do zetas only. I would only do character shards there if they are urgently need for Arena and you really have no other choice. Last resort. Most of the desireable toons available in Fleet Shipments (Rex, Sun Fac) are also available in guild shipments. I would get character shards from guild shipments first.
