Fleet should not rearrange every time I enhance one of my ships

Every time I either increase a ship level or a ship's star level (and possibly when I enhance the pilot), my fleet arrangement changes, usually putting the new, more powerful ship in the reinforcements section. I don't know if the developers determined that more powerful ships should be reinforcements, or if this is just a bug, but it is quite annoying.
