GAC fleet cheating?

So I happened to have my roughest GAC season of the entire year, currently 7-4 going into the last round. I decided to see my GAC history and see where i could improve my Defense. I come to find that everyone i lost to was getting fleet banners that must be impossible. the four cheaters i lost to all got an average of like 77 banners for each fleet... the max possible is 72.... One got 76,73; second 84,76; third got 79,85, and last one got 77,69.... I normally avg around 62-65 banners... thats over 20 banners of difference and wondering if anyone else has noticed this too...
