It's not the size, GP or what they have that's the issue. It's that they're not participating often enough, therefore being mis-matched. If they play, you lose. If they don't, you win.
I doubt anybody will disagree with you that 'this isn't the way'. Probably, something like "Players that are in a division where their GP is over 50/75% more than the average divisional GP, are grouped together to play each other" would make the gaming experience in lower leagues a bunch better.
