Players would have an 'activity score'. You wouldn't get Skill Points for being active.
Activity Score example:
-2 = 0 banners
-1 = 1 attack
0 = Cleared 1 wall or attacks equal to 1 wall (2 attacks in 1 team wall leagues)
+1 = Cleared 2 walls or as many attacks as there are front wall teams (3 attacks in 1 team wall leagues)
+2 = Cleared 3 walls or more or as many attacks as there are teams (4 attacks in 1 team wall leagues)
Max/min Activity Scores +/- 10.
You are matched first on your Skill Points and then with players with the same Activity Score.
I don't see why you'd stand less of a chance. If this were the case, then you're receiving wins due to player inactivity and are placed too high.

Well, you're tailoring it to suit you or players like you. Also, this inhibits spending. Remember, the game needs players to spend to keep going. This, is never going to happen.

It's a ladder system. You are being paired with players that have found their equilibrium in the same place as you. You stand exactly 1/8 chance of winning.
