Yes they can, and they should. The entire system is like a living thing, and will stabilise eventually. Maybe set a max possible score that cannot be surpassed, but that all.

Now, here's the thing - the definition of K1 is not "be among the top X%", but "have at least 3610 points". Therefore, even if everybody gets squished evenly, everybody will just drop from K1 evenly, and the amount of people in K1 will shrink, which is exactly what happens.
At the end of the day, as I already said, the system must follow the oldest rule in the book: win to climb, lose to drop. If you win and get dropped regardless, (not compared to others. Objectively!) it means the system is broken and the least you can do is stop the thing that breaks it
