You put this in Arena and PvP so I'm going to answer from an Arena and PvP standpoint and say that light and dark are totally irrelevant when squads can be mixed. Whatever balance or imbalance there may be, it only applies to things like territory battles or the light/dark tables in which you can't use mixed squads.
Not really. I mean technically speaking, a team that uses Thrawn is 'mixed,' but 80% of the team is LS. And We are talking about the top of the Arena. You get to the 200s, and you'll have a mix of DS and LS teams, but if you look at your top 50, the vast majority are going to be LS teams, mainly Rebels.
There is a reason when you start listing off the best characters and/or combos in the game, the only 2 DS near the to are Thrawn and Nihilus. Maybe you could argue Talzin. Everything else is LS and mostly all Rebels: R2, Chirrut, Baze, CLS, Han, GK, Barriss, Jedi Rey, Old Ben, etc.

Nightsisters are freaking awesome to play in arena.
Yes, Nightsisters might have a niche, but they're an incredibly small minority. More of the exception than the rule. More to the point, they're still kind of PTP. You can't run the new NS at G12 without spending money. Even then, I've found they have a hard time holding on defense. Only 2 people in my to 50 use Nightsisters, and they almost never break top 20 and fall like rocks overnight.
