Gear 10 vs Gear 11

Can someone please explain to me why only some heroes can go to gear 11? It seems kinda unfair. Some of the heroes that could really use all the help they can get and are underpowered and stuck at gear 10, while on the other hand some of the best heroes like Anakin and ST Han can go to gear 11...this hardly seems fair.
