The fact that a non-GL struggles against GLs is not a reason to rework that toon. That's ridiculous. GLs are supposed to beat up on non-GLs.
Sometimes I think he could use a touch-up, but I am thinking more along the lines of locked Tenacity UP at the beginning of the battle until the end of his first turn and for 2 turns after he comes out of Cover. (He returns to Advance, gains locked Tenacity UP, takes his bonus turn, and then keeps TenUP until the end of his next turn.)
This would do literally nothing against SLKR or SEE, but it would make him more effective against some dark side teams that throw around a lot of debuffs but, IMO, he should still beat.
He is supposed to be one of the best non-GLs after all, but yes, he's not a GL and shouldn't receive any buff that allows him to beat them.

Theoretically speaking what you mentioned here is the answer. However, it's not the point so far. The 3 main facts I mentioned here are crucial for the GAS squad in battling not only GLs but also some newcomers in the game. Due to fact that GAS squads released some time ago, doesn't need to prove they are abandoned. As you mentioned Yes, they are still the best non-GL squad in SWGOH. And so far, some non-GL Teams are able to beat GLs with not so much effort. I have personal experience with defeating Jabba the Hut, Jedi Master Luke Skywalker with a simple Clone Team and with Rey also becomes an easy target for GAS if you time right. Also, I have seen videos of new Baylon Skull quad defeats Jedi Master Luke Skywalker teams with ease.
Finally, Special thanks to the Development team of SWGOH for releasing a certain Data crone for the GAS squad that makes a certain a certain GL not a big issue :D
