If you get to face the Devastator or the Endurance is completely random. But I agree on the Chimaera; I would love to play with my own fully maxed Chimaera instead of such a weakened "event unit". :(

Absolutely. You can also get Mace's capital twice.
I'd understand a scandalous reaction if P4 was so dependent on RNG (it's not, you always get Negotiator), but achieving a good score guildwide is not that challenging in P2-3.

Check Negotiator’s Unending Loyalty buff.

And yeah, it seems to be an element of RNG that could end up with you facing Negotiator twice.

How is it tricking the game? Because people do not read opponent abilities? It is also not unique to the TB version, it is listed in the playable Negotiator kit as well.

It's not tricking the game it's power creep.

Isnt it more the opposite of creep, shouldnt every mechanism have a counter point to help balance it?

I've got no problem with facing negotiator, its winnable with ht. However you shouldn't face it twice in the same phase, that's a bit rubbish really.

For now, the real problem is only Hound's Tooth can survive the Negotiator long enough and there's only one HT.
It will be easier with units that are not out yet.
Negotiator mirror matches for example and probably the future separatist capital ship.
