GeoTB ship battles = scandal

Chimaera's ultimate attack DOES NOT defeat the target enemy !!?? How do you expect thata people spend money if you trick the game? Further, is it WAI to face Negotiator in both the ship missions?

Absolutely. You can also get Mace's capital twice.
I'd understand a scandalous reaction if P4 was so dependent on RNG (it's not, you always get Negotiator), but achieving a good score guildwide is not that challenging in P2-3.
