I think once you get at least one star, during the next phase that territory is locked. It's only available again if you didn't get any stars.
I suppose though that say during phase three, you could dump everything into just one territory, than during four do the other, if you thought later phase stars were that much harder to get.
Are you sure that you can't go back and use future phase deployments for past territories to increase star levels?
