I was hitting 18% yesterday, but I felt that was pretty high and went on the cold streak. I'm thinking the drop rate is probably along the lines of ~15-16%. After running the numbers, I just bought one from shipments and went back to farming stun cuffs so my data pool will be small until I need to farm another one.
