Serious answer: Probably Chewbacca? Dude seems to be basically the father figure for the OT and ST teams, keeping everyone on track and safe. I could see him handing out full-size candy to everyone. While dressed as Han, of course. Han and Chewie go as each other every Halloween.

Surely there's a character in Legends named something like Hal O'Ween? A cheesy name with an apostrophe, this guy would fit right in. He's probably best friends with I'm Gonna Die. Sorry, Ima-Gun Di. 

Rio Durant would definitely offer Mynock roast, it's not the best candy, but I've heard It's nuts!

Best is Jar Jar, he's handing out Butterfingers.

Worst is Darth Nihilus. The Lord of Hunger eats all your candy instead.

Hondo would give the best chocolate gold coins as a distraction while he pilfered the good stuff from your bag.

Greedo would hand out tons of candy but he's greedy so he might shoot first and take it back lol
