Help me understand DTM Gideon turn meter mechanic

The mechanics on his lead on swgoh.gg shows he removes 10% turn meter for every time an enemy gains bonus turn meter. It's also stated in the kit reveal here: https://forums.galaxy-of-heroes.starwars.ea.com/discussion/265853/kit-reveal-dark-trooper-moff-gideon/p1

However, that doesn't match the in-game or swgoh.gg descriptions.
