How do I report hackers?

Can you give a little more info? If he has a 6* GK, his dramatic improvement in arena isn't necessarily that surprising (especially if your arena shard is a younger one). Why do you think that he couldn't legitimately have acquired GK through his guild's Heroic AAT raids?

I would say thats long enough for him to have gone off and improved, although quick question how are you opening his roster ? you can only do that with guildies and allies....

Got one on my server. He's in the top 15 with level 9 gear. He doesn't have a single toon with level 10 gear.

But who exactly is he running, what are the surrounding teams like, and how old is your arena shard? Cheating is of course absolutely despicable, but quite a few legit players have been caused a good deal of grief (accounts suspended for a few days) by people jumping to conclusions and reporting them for cheating when they're not.

Everyone else on my shard in the top 50 has at least level 10 & 11 gear toons. His squad doesn't look strong enough to break into the top 60, never mind the top 10.

On a side note, having kenobi in no way means he's hacking. He could be in a friend's guild or even be an alt account that was accepted into a guild doing HAAT as soon as he hit 30, and just sitting back and collecting 6 shards with 1 7* toon...

Second, an increase in activity and going up from 30 to 1 everyday, doesn't mean cheating... your shard sounds like it's on the younger side. Before you start seeing a lot of zeta teams, any team is beatable. Also cherry picking targets is easy too.

It sounds like someone started spending $$, he could also have good mods...

Again report him if you want but don't jump to conclusions. I'm sure you have more information then you are sharing but it also sounds like you don't fully understand all mechanics involved.
