How do you decide who comes in 1st, 2nd and 3rd in the Rancor Raid (when most can solo it)?

Damage cap during registration then FFA which usually starts in P4. If u go over cap, you hit 0 next raid.

Soloing rancor is not an achievement anymore so why allow it.
