How many times do I have to report a cheater for that person to get banned?

Their is a blatant cheater in bronzium league. And he is still playing this game. It is pathetic that Capitol games doesn't take this seriously! Why should all of us non cheating players be subjected to this. This should be taken seriously! This person better get banned!
