All of the prerequisites are used for the tiers but the Dengar one is unnecessary. You don’t use his ship at all in any of the tiers and it’s just wasting materials for the executor unless you want Dengar at relic 5.
dengar did not have a ship at the time the even originally dropped. dengar is on the executor in The Empire Strikes Back which is why he's a prequisit.
I find it funny you’d complain about Dengar, who was actually in Empire in the bounty hunter lineup along side The Dog, Robot Guy, Old Timey Deep Sea Diver Guy, Lizard Guy who I think I saw get his butt kicked by Captain Kirk, and Boba Fett of course, thanks for coming, and Raggedy Andy. No Beskar Mando in Empire, but he’s required for the unlock. I was actually surprised Beskar Mando and Razorcrest are requirements, then CG surprised me with that amazing scene in Rogue One where PKHO rescued Chirut Imuwe during the fight on Jheda and again saved the day on Scarif protecting Chirut from the Death Troopers. Remember that scene, yeah, so does Pepperidge Farms.
His ship isn’t in the event because it was made after the event, and they weren’t going to retroactively change the unit requirements for the tiers.
A lot of times requirements are more canon based rather than based on utility in game. Since Dengar was one of the bounty hunters hired on board the executor, him being a requirement makes sense in that respect.
Just to re-emphasize crzydroid advice - If you are working towards Executor (and you really should), start working on getting Punishing One shards now. It really is a core ship to the fleet.
Prerequisites don't have a 1:1 representation in the battles. They're just a hurdle they want you to get over before unlock.
Besides, one of the things that keeps Executor relevant these days is Punishing One, so you definitely want Dengar geared up for that reason.
