Before Territory Battles started, the in game chat would send a notification any time a guild mate activated a character/ship or upgraded a character/ship to 7 stars or upgraded a character to G9/G10/...

It was announced when they were removed that it was due to the server being unable to handle chat usage spiking during TBs. So, unless they upgrade their server or stagger TB start times, I wouldn’t expect to see those notifications return.
