This issue was thrashed to death on reddit recently. It comes up every few months anyway. At the higher end people have been playing for years and with a few notable exception of TW serious guilds, players don't have the time or motivation to play TW. It doesn't respect our time. GAC, conquest, raid and ROTE are basically too much as it is, which is why there's so much attrition at the top. Replacement players are near impossible to find. My guild will win it's current TW but of the 43 players who joined five haven't bothered to attack and the next ten have made less than 3 successful attacks. Yes, we're matched against a smaller guild. The previous two rounds we were matched against much stronger opponents, set our defence and claimed the second place rewards.
The organisation and mindset required to sandbag the way it's implied is way more than most guilds are up for. At the end game players are battling fatigue and burnout, TW is usually a two day break unless its an easy win.
You're complaining against smaller guilds being beat up by bigger guilds. Understand most of them are being beat up by the top 1% of guilds who have all the toys and pay to win whenever they're not matched against you, and that's more often that not because there's no one else for those whale guilds to be matched against. And we just...don't care. Once you've got enough GP to get the max TW reward tier, the war itself isn't worth fighting. Not through a dozen zones of meta GL teams, with every omicron, high relics and trending datacrons. Not having to be on every hour to tackle the next zone of that, for an extra zeta and two droid brains.
