Is there a noticable power jump just from going from G8 to 9, 9 to 10, and 10 to 11?

To decide who to do next, I'd base it off who is easiest to gear up. If you have to get 3 rancor gear and 2 gold gear to get kylo to gear 11, but only a few stun cuffs and 1 raid gear for FOTP then I'd do FOTP. The jump for all gear levels to the next are pretty great

So Stormtrooper and tie pilot to 10 in the same amount of time as Kylo to 11 will be a greater net gain?

The power gain I am pretty sure is from the protection gain.

If the character is unmodded than protection is the only stat that will go up when you hit upgrade

If you have mods that do a % increase, health, speed, offense, defense, those modded stats could go up slightly because if there was any gear at the newly completed gear level that could be affected by those stats they will now be included in the calculation.
Example
if you have basic speed of 152 at g10 and 12 of that speed is from gear items at g10. Speed mod sets would on give you 10% of 140
Once you upgrade to G11 speed mods would give you 10% of 152.

Assuming you don't mean character power and actually mean how strong a character is:

Generally speaking, yes. Because the gear you need to upgrade them has a lot more in it at higher ranks, it has a lot more stats. More stats on each bit of gear means there's a bigger power-jump with each rank.

There are exceptions, but for the majority of characters there's a jump.

Yes gear is everything. G11>g10>g9
I usually work on one at a time because even most g10 characters are useless end game.

It's a pretty big bonus for a tank for example with 4 protection primary mods that gains additional base protection values from increase in gear level.

I don't know if it is all that big of a bonus, but if you have your toons modded that will get you a bump from mods just from hitting the upgrade button. I think the biggest benefit of upgrading gear levels is the protection increase though. Each gear level adds a substantial bump to survivability. And adding any easy gear pieces that are available at the new level of course, but those are separate from just hitting the upgrade button.

You don't get any other stats bump except protection. The numbers you're seeing is just the gear for that level being put into a toons base stats. The power increase comes purely from the protection increase.

Usually strength translate into health and armor which are accounted for, when computing overall power.

I upgraded my FOST to G9 last night, and it *feels* like he's more 'powerful' now. Definitely more survivable, but even things like speed down landing and over all damage seems to have gone up a small but noticeable amount. That might just be confirmation bias, however.

I think I'm going to perform a more controlled test next time. My FOTP is a Mk 5 CEC Fusion Furnace away from G10. In a week or so I should have enough saved up to buy it for 1400 crystals from the shop. I'm going to slot in the gear (so I'm maxxed at G9) then do one of the challenges with him and see what the average regular attack comes out to with him fully kitted at gear level 9.

Then I'll hit the Upgrade button to G10 and not add any other gear to him (so he's naked at G10) and go in again and see what his average damage is. Will it be a small damage increase, or something more substantial? I'm interested to find out for myself. :)

Kylo has 2 pieces of +6 speed gear on g11... So you definitely want those.
