You can keep trying to defend the devs on this all you want. But that doesn’t make you right.
"Raid boss" is a flag.
Dooku is flagged as a raid boss. Therefore, Dooku is mechanically a raid boss. He's not the first to do this. He won't be the last. And it's been this way for a
very long time.
They use the raid boss flag here because there's no utility in creating a completely separate "regular boss" flag to do the same thing. Dooku is the boss of the event, and they don't want him being eaten in one by Noms because that undermines the challenge. It's a legitimate design decision.
