Is Wiggs giving bonus speed to all rebels

So I'm fighting a Lando lead Wiggs, StHan JKA team His Han has 184 speed and should get a bonus of 15 from Lando lead for 199 But StHan ends up going first in battle even though I have a 231 spe...

Unmodded wedge under Lando lead would start at 170 speed, 14 less than what you said his STH was at. That is very hard to imagine.

Sounds like some fluke thing.
