If he wasn't a Republic pilot, he would lose all need in late game.
As it is, his usefulness is marginal at best. His ship is only really good in a Republic Fleet once things get rolling. He is too slow to be useful without Rex's speed boost, and the boost to the protection he gives out for a full Republic Fleet means it will actually make a difference with how little his turn comes around.
I don't see him getting a rework just because of his ease to acquire. That being said, I do like the OP's rework of him except that I see no need to reduce the effectiveness of his healing based on cleansing.
