The mechanic I use is simple, starting with the whirlwind, and next use the windmill. It always have been working that way. But even of CG made any change, the second time i used windmill it didnt worked either.
So your allies didn't gain Protection Up either? If not, then the Omicron is likely bugged, and a report should be submitted in the Bugs discussion board.
