Luke was never a Jedi Master in the Original Trilogy. He was just a Jedi, and even that was stretching the term a bit far. He was little more than a Padawan, the only thing he had going for him was his innate ability with the Force.
And I would definitely prefer Bespin Luke (that we can see on the loading screen) than RotJ Luke.
