For all we know, he can be similar to JTR. You might like Revan more than Rey, but arguably, she has much much more mainstream screen time than Revan. With that in mind, Revan should actually be weaker.
So how to picture it then?
Revan should be an ok, top100 team for arena, but more importantly, a real HSTR beast, soloing p1/p2.
Well nobody said Revan was built for arena. But if I was designing the character, I'd look at the climate of people who are most likely to spend at this potentially very high bar for acquisition (depends on a lot of account specific factors but it's high no matter what, just higher for some) and I'd probably conclude that those accounts are going to be looking for Revan to be dominant in arena. I'd try to design a toon that was exceptional in arena with lots of synergy potential, and try to make it pretty good elsewhere as well. Maybe that's just me, but I'd want the people breaking their wallets for this to feel like they got something excellent.
But that carries its own cost as well.
