Having 1 or 2 lvl 9 DCS? no, not whale. Having 30 lvl 9 DCs with every character specific version? Yes, Thar She Blows!!

Can't exactly disagree. This latest set, for the most part, best represents what DCs should have been from the start, a means of boosting older and less used toons and teams to higher levels for a while. Emphasis on older and less used, not the latest marquee toon that has a very special DC that allows it to humiliate GLs in any game mode, a DC that you could only get if you spent enough to get said marquee toon to relics during the event. Even most of the previous DCs weren't that bad (bad as in ridiculously OP), the problem is that the moment an OP DC is released, the majority, if not entirity, of the playerbase decides they're best suited in GL teams. GLs are already supposed to be top-tier, the last thing they need is a DC like the ones for Padme, Holdo, Boushh, cooldown reduction for Empire toons, evasion crons, JMK, Rey's increased Ult damage, and so on and so on and so on. Add to that how the best mechanics are more difficult to get in terms of drop rates, meaning you have to reroll who knows how many times and therefore have to spend who knows how many mats, crystals, and, heaven forbid, actual money to get them. To say nothing of how often DCs end up being bugged. Just add a restriction like "cannot be used with a Galactic Legend ally present in the team", and DCs would be a lot better. What used to be a matter of pure skill and roster development is now a question of "Did you spend a ton of currency on DCs, even though they'll just expire in four months? No? Too bad!".

I have exactly 30 lvl9 DCs. Don’t have any of the marquee exclusive ones, but I have just about everything else. Don’t spend a dime. DCs are about working hard for it in conquest and knowing how to manage the resources for them.
That being said, I do that because I have to. I hate them.

I don't buy crystals for money. What crystals I have come from fleet, GAC, TB and dailies. I have 17 lvl9s for set 16 and so far, 13 lvl9s for set 17. And I am far from the most efficient conquest player. Across the whole event, I typically waste a few refreshes' worth of energy on stupid mistakes. During conquest, I refresh conquest energy for 450 every day (6 refreshes). That means I can't refresh all other energies, but it means I get a bunch of crons, which allow me to punch up in GAC against opponents with all GLs (I have 6/8), higher GP, more omicrons.
It is a complete myth that you can't have a good amount of good crons without spending money. It's just baffling to me that after what, two years of dcrons so many players remain steadfastly ignorant of the fact that dcrons are the biggest punch-up tool smaller accounts have vs bigger GAC opponents.The true currency to build dcrons is time. And I understand not everyone has the time to sink into this game, but let's not confuse things. The timesink of SWGOH is absolutely inflated and it's something that CG most likely won't do anything major to change because it suits their stats to have a timesink game. On the other hand, dcrons aren't exclusive to whales. Although, if more players continue to believe this myth and refuse to build dcrons, that makes for easier GAC matchups for me, so...
