Why? Its very simple. It's up to each individual to weight the pros & cons of the upgrade. (Using the NS assault battle as an example), are the rewards for using up a limited omicron upgrade worth it? For "you", probably not, dumb idea, but for "Sam", maybe he/she is tired of not being able to beat Challenger Tier II or III. It's his or her decision.
It's not up to another person to decide on an account that is not their own.

We have TB omicrons in the game to boost stars and performance. If folks want to burn an omicron on this one mission I think it should be a possibility. It hurts no one else.
