As my strategy got better, RNG suddenly seemed to matter less.
With my Hutt squad, I would often struggle, topping out anywhere from 1.5M to 1.75M. I knew that 1.8M was max for my relic levels, but I was struggling to hit it.
The fix turned out to be easy: Never use Boushh Leia's special. The exploding Thermals grant TM, but if they go off at the beginning of the Krayt's turn, the Krayt hasn't taken an action yet and reset its TM to 0, so it gains TM when it's already the Krayt's turn, then loses all that TM immediately.
Before I was essentially giving the Krayt 2 free turns per run. (Based on 3 specials with the Krayt typically low in TM but not at zero) and so it would finish me off before I could hit 1.8.
After making that change, I hit 1.8M first try most of the time. I haven't kept track, but it's probably a 90% of the time thing.
For Mandos I needed to remod and get my turn order fixed, and get The Armorer out in front of the Krayt. Once I did that, I started hitting consistent scores of 800k-950k. While that's low compared to the 1.2M max, that meant with just 2 teams for 1.8 and 0.8+ I was hitting 2.6M, which is my share of the 130M point box.
And, of course, I can still take Old Republic for 900k if I want or if the guild is short b/c some players aren't available, but generally I can do in 2 teams what my guild needs me to do and the rest is optional.
I'm sorry that the Jawas are feeling random to you, but Old Republic is very strong even before you get to the levels where their bonuses enable them to max things out.The Tuskens are fun to play and score fine. If you r7 the whole team, they get 1.8M just as reliably as Jabba's squad does, without having to do a GL quest to get that score.
But I encourage you to have hope. I put some time in to figure out what was going on that was limiting my success, and now I start the raid with 2 squads that get my share of the guild target on the first 2 attempts.
After that, everything is optional and just for fun. That makes a big difference in raid enjoyment.
Try to look at your teams and think of which one squad you could improve that would make a difference. Old Republic to r3? Tuskens to r5? Maul+Mandalorians to r5? Every one of those squads will get you 800k or more. I don't know which would be most fun for you, but there has to be one that's better than others.
Pick just one squad and focus on it. If you don't like Jawas, just don't pick the Jawas.
