Don't understand why it is surprising
Each time new guild content is coming movement starts. Because not all guilds are equally prepared for new content and players in them are also different.
Some will want better results - they will move to "better" guild
Some will decide they don't want to do anything - then they may be kicked so they don't hold guild.
It is natural for a guild/player to change things because of any guild content (raid, TB, TW) just when new content comes people start adapting to it.
Ps. Imho, if the player got kicked because of low dragon activity its either: guild boesnt care about players at all OR this players activity is really low and doesn't show any sign of improvement (aka "I won't hear anything for that raid) OR there were more reasons for kick, the dragon was just last straw/excuse
