So I spent ages farming him to 7* and one piece away from gear IX and it certainly isn't worth it. He's pretty meh for a pure damage dealer who has absolutely no other purpose. I get that you nerfed...

Yeah and is this is probably a max gear lando with offence up vs a level 2 ugnaut with defence down and vulnerability active or on the strength challenge.
You can't ask for a damage buff if you haven't used him at his full potential. And yes, it was with crit chance, and most likely offense up. With the right squad, he's a beast, even at Gear 8.
All of my tests were done at one piece away from gear IX with advantage in the galactic war over the last few days. So I'd certainly disagree with that.
But hey I'm only busy comparing heroes on equal footing with equal buffs against targets of equal value to get an average to compare against so what do I know.
Toons are developed based on where they'll stand at max gear. Lando is an animal at max level and that's where you need to get him. If you think you can just level your toons to 8 or 9 and stop then you're mistaking, this game wasn't made that way.
