I cannot remember the last time I earned or bought them: it's been so long I don't remember how they are acquired. I have 100: when and how I got them I literally have no idea. Where are they? When can we get them? I have Commander Ahsoka Tano at 290 shards and don't even remember the last time that event occurred it's been so long.
Why on earth are they like gold dust?
After every Conquest is over there is an event that gives her shards..
If you mean the pink tokens, you get 400 per node from the event that runs after every conquest. Currently, it's possible to earn 3600 max per event (9 GLs). You need to have the GL at R7 to access their node.

Seems to me you are possibly referring to two different events:
Ultimate Journey Guide allows you to use Galactic Legends that are relic 7 or higher to earn Legend Tokens (the pink currency).
Proving Grounds allows you to earn character shards for specific units such as Commander Ahsoka Tano (CAT) upon successful completion of battles.
Both of these events take place immediately following the monthly Galactic Conquest event.
