As for RC I think it is now easier to get as I've seen in in the fleet store.
I'm not sure red box is only really a reward for whales. Not in my experience anyway. Some of my guildmates get it and they aren't spenders. But yeah, it takes a lot of time and crystals.
OP was talking about normal/ easy mode because in those modes, the shards for the characters in Red crate are so few that another form of incentive/ reward would be nice. As it is now there is no real/good reward.
