Exactly! I said this awhile back, James Woods would make a perfect Thrawn. He's a little bit old but they could fix that up with some cgi and blue makeup.
But I think we should also consider David Cross.

James Woods is evil enough already! lol. I would like to see Thrawn but at the same time not. At least not the Rebels version and the book version isn't a blind follower of the Empire, so I don't think it would work unless the Imperial Remnant or First Order have something good to offer the Chiss.
