Maximum Star Deployment Per Zone

With a small change you could make Territory Battles so much easier to run. Just allow officers to set a maximum star count for deployment for a zone. Then don't allow players to deploy over that total. That would solve all the potential mess up that the officers have to be so careful to avoid.
