You can buy them outright from the shard shop, or for 1400 crystals, which is generally considered one of the best gear deals, or you can buy furnace salvage from the guild or shard shops and build them. The Mk6 hyposyringes are challenge gear, but you need so many of them they are always in short supply, and the Mk3 holoprojectors are ridiculously overused, as well as being the only 20 piece gear you can't buy whole from the guild shop.
