I'm not sure just a guild buyout option would be enough unless they sold fully formed gear and not the salvage. The issue is that pieces of that caliber only being packaged as 3 pieces at a time per clock reset still would take forever. To me the challenge is the best way. There's a few pieces you could get rid of in the challenges and replace with the salvage version.
That being said this is a longer term issue for the devs and what I am also suggesting is that when they release new characters to please stop involving this pieces of gear. Use other pieces that are not used.
