It could either mean how good that mod should be on average. Or most likely in this case it means the middle slice value. If your upgrade amount would be between 1-5, 3 would be the average.
Gotcha! And what does the bar mean? Each slice has a different bar that’s either full, half, etc
That would be the maximum number of points per slice. The existing slices are based on how many times that stat increased every time you sliced it. The average is based on the average amount of each slice.
