People love throwing around the word nerf. Existing mods are not being nerfed. The upgrade process is, and only in a way that blue and purple mods with speed have a lower chance of becoming good as compared to before. The best way always has been, and still remains, to get a gold mod with speed and have all 4 upgrades hit speed.
