More mod inventory space required

See I'm wondering why everyone says this is the case. I have never seen a dev post to clarify it. GA says it is based on maximum number of squads allowed to be deployed.

Defense has a maximum number of squads, Offense does not. You could deploy a good chunk of your roster on offense or none at all.

To me the description sounds like it only takes account the number of characters needed to set a full defense since only defense has a "maximum number of squads".

Yet most people double that number inexplicably.

Is there a source on this somewhere I missed?
