Mysteriously appeared activateable ships

It's part of the new QOL update - certain units have a lower star activation and you no longer require characters to be 7 star to take them to gear XII or the lower relics, however the higher relic levels will only unlock at higher star levels. Ship crew upgrades are no longer kept behind gear levels, and the credit prices have been halved. Woohoo all around
