Yeah, that example you used with Fisto certainly is frustrating. Unfortunately, the cooldown itself seems to be bugged also. It's supposed to be 3, yet every time the Command Droid uses the special, it then instantly starts at 2. Either it's bugged, or it's explained somewhere, which I doubt, considering I read the entire raid description - kits, modifiers, etc. - and I couldn't find anything. Same thing with DDK, a cooldown of 3, yet each time it starts at 2.
I was also just saying in another thread that the dispel shouldn't occur if there are no B1 allies. That gets rid of the stupidly frustrating condition at the end of a wave where you can't kill the DDK quickly enough without PotencyUP, but you can't keep PotUP because of the massive numbers of dispels.
They could also make the Command Droid targetable and killable once all B1s are gone instead of once all other droids are gone. Those incredibly frustrating situations that cause you to restart b/c they waste far too much enrage timer would be ended without changing the character of the raid at all.
