Exactly what else would you propose? Ships are the only logical next raid before a level/gear increase. HAAT is already meant for max current gear and level. To release a normal raid without a level, gear, or even the dreaded mod increase, the raid difficulty would be through the roof that it would be like when HAAT launched but with no progression to get better at it with levels and gear.
Ships have much potential. Of course if they are going to release a raid around ships they would clean up most ship bugs. Remember "August"? Bug fixes and testing. A ship raid, especially being the Death Star with a variation of Jedi Luke, would be absolutely amazing. Ships also currently don't have hardware, which I assume are ship version of mods. They could release the raid being extremely hard (even harder than HAAT was) and release hardware at the same time, allowing EA to rake in tons of $$$ and also allowing other guilds a way to progress and strive towards completion with ship mods (in the long run being easier than HAAT with mods on ships).

I didn't propose anything, but the original poster did and I thought it was a good idea. Releasing a ship raid when there aren't even enough for five attempts and some are unobtainable or pay to play is weird, and would separate those who use ships and those who don't
Also consider that there is only 3 capital ships and none can get to 7*. Ships raid I think is far off. Don't think it is happening anytime soon.
