Yes, they're making double and triple drops so you can get more shards for the characters you need to unlock Hondo, as long as you have Hondo. This isn't the first time CG has presented something as a benefit to us, but monetizes it to motivate players to spend money on packs to 7-star characters so they can get extra shards for characters we already have.
The leadership at CG are revenue-chasers and they have yet to hire a "common-sense checker" to say, "hey boss, that's a dumb idea that'll just aggravate players!" They want to hit that 3-billion in revenue mark for the game and that's the only priority at this point. Everything else isn't even secondary, it's tertiary.
