No.
Phoenix is a cell in the Rebel Alliance led by Commander Sato.
Ahsoka is an independent operative under the codename 'Fulcrum' who cooperates with Phoenix squadron in some missions.
These missions were ordered by the Rebel Alliance headquaters directly assigning the Phoenix squadron to the task to provide support for the Fulcrum agent.
(Then the Fulcrum evolved into a brand new rebel cell, the members were mostly secret agents)
In other words: If the US Air Force has an operation in cooperation with the US Navy this doesnt mean that the US Air Force also becomes US Navy.
The Navy is Navy, the Air Force is Air Force, the Phoenix is Phoenix, the Fulcrum is the Fulcrum.
(She might get the 'Fulcrum' tag in the future, but currently it wouldnt have any use)
Actually, Phoenix is a larger cell. Spectre is the small one with what we have in the game as the current "Phoenix Squad". I rewatch S2 and that's the way it is.
@Guest Yes, so what? Ahsoka still wasn't part of Phoenix. Rewatch S2 again.
