Palpatine event. Can I even unlock him?

So I'm trying to figure out where to focus my efforts based on the Palpatine event. I know I have no shot to get him starred up, but I'm trying to figure out if I'll even have a chance to unlock him ...

HRScout is in cantina shipments too. I unlocked him at 5* with this team:

Lando lead - Cantina
HRScout - Cantina Shop
Luke - Guild Shop
Leia - Arena
Biggs - GW

To 7* him I've stopped Luke and will sub in Wedge. STH is going to replace HRS. I'm also working on Ackbar right now just in case that team doesn't hold up. Should finish him before event ends hopefully
