Palpatine event. Can I even unlock him?

So I'm trying to figure out where to focus my efforts based on the Palpatine event. I know I have no shot to get him starred up, but I'm trying to figure out if I'll even have a chance to unlock him ...

Yea I put today's arena stuff into Akbar so far. I guess my best bet for a fifth guy is to stop with QGJ for awhile and get the Hoth Rebel Scout from arena shipments.
